Get a transcript excerpt around a moment. Returns one segment of an episode's transcript: the latest segment starting at or before at (seconds), or the opening segment when at is omitted.
Output
Returns a single transcript segment from the specified podcast episode. The segment is the latest one starting at or before the requested timestamp. The response includes the transcript text in the requested format (dialogue with speaker attribution, plain text, or SRT subtitles), along with segment_start_seconds and segment_end_seconds indicating the actual time range of the returned segment.

Side effects
- Episode ID not found — returns a 404-style error if the slug or ID does not match a known episode
- No transcript available for episode — episode exists but has not been transcribed
- Timestamp out of range — clamps to first or last segment rather than erroring, so agents should check segment_start_seconds/segment_end_seconds
- Invalid format enum value — returns an error if format is not one of dialogue, text, or srt
- Payment not completed — x402 payment required before content is returned
