Side effects
- Unsupported or non-ECB-tracked currency code returns an error (ECB covers ~30 major currencies, not exotic pairs)
- Stale rate if called before ECB publishes the daily fix (rate date will reflect the previous business day)
- Invalid currency code format returns a 4xx error
- Network or service unavailability returns a 5xx error
