Fetch an EVM block (latest or by number). Given a chain and an optional block number returns block number, hash, parent hash, timestamp, transaction count, gas used/limit, base fee and miner. Omit the number for the current block height. For indexers, chain-tip monitoring, finality-tracking and block-explorer agents.

Returns a structured object with the block's number, hash, parent hash, Unix timestamp, transaction count, gas used, gas limit, base fee per gas, and miner address for the specified EVM chain and block number (or latest block if no number is provided).

Side effects
