Query: ?minmagnitude=4.5&limit=20; optional starttime/endtime (ISO 8601), geographic filter latitude+longitude+maxradiuskm, alertlevel=green|yellow|orange|red (PAGER). Returns a normalized list: magnitude, place, UTC time, coordinates, depth, tsunami flag, significance. 5 min cache.
