Side effects
- Empty result set if no workers match the query string
- Auto-provisioned org on first call may return no workers if the org is brand new
- Payment failure (insufficient USDC balance) blocks the call
- Invalid or missing query parameter returns an error or empty results
- Org not found if the calling wallet has not previously interacted with the service
