Output
A certificate naming the grievance, recorded verbatim on the permanent register and held by the keeper on the buyer's behalf. The certificate is private to the holder and released only on written request. Any payment above the $6 minimum is recorded as a tip.

Side effects
- Missing required 'grievance' query parameter returns an error
- Grievance text exceeds 280 character limit and is rejected

- Agent name exceeds 80 characters and is truncated or rejected
