Returns a JSON object with a 'rows' array of changed economic observations (each with series name, observation date, latest value, latest vintage, first value, and a boolean revision flag), a 'changed_count' integer, an 'as_of' timestamp, and a 'next_cursor' string for the subsequent incremental poll.

Prefer the free sibling /v1/econ/dashboard for an initial full load, then switch to this delta endpoint for ongoing incremental sync using the returned cursor.
Side effects
- Invalid or expired cursor returns an error or resets to bootstrap behavior
- Omitting 'since' bootstraps a new cursor rather than fetching historical deltas (expected behavior)
- No changes since last cursor returns empty rows array with changed_count of 0 and a new next_cursor
- Network timeout or server error on $0.015 USDC paid request with no refund
- Cursor string truncated or malformed (minLength 4, maxLength 300) returns validation error
