How this service works
Active National Weather Service watches, warnings and advisories for a US coordinate or a two-letter state or marine area code - event, severity, certainty, urgency, headline, affected areas and zone codes, and effective/onset/expiry times in UTC. Read at request time, so an empty list means nothing is active. The 5 newest come back by default; detail=full adds the NWS narrative. Use when: Decide whether an active US weather warning affects a location before dispatching or travelling.
Output
Returns a paginated list of active NWS alert objects, each containing event type, severity, certainty, urgency, headline, affected area names, zone codes, and effective/onset/expiry timestamps in UTC. The page metadata shows total active alerts, how many were returned, and whether more exist. With detail=full, each alert also includes the multi-paragraph NWS narrative description (truncated at 2000 chars with a truncation flag) and protective-action instruction text. An empty items array means no active alerts.

Side effects
- Missing both lat/lon and state parameter returns a validation error — one of the two forms is required
- Invalid state code (not exactly two letters) is rejected by schema validation
- Coordinates outside valid ranges (lat >90/<-90, lon >180/<-180) are rejected
- NWS upstream unavailability may cause a service error — response is read live at request time
- Empty items list is not an error — it means no active alerts exist for that location
